Price is right, regardless of condition which I don't think is that bad, I would wipe it down good with WD-40, sit a few hours or overnight, check for paint being ok with it, scrub carefully with dish soap to get the rust clean and dry then Evaporust and/or cleaner/cut/restorer like Meguiars that has cleaned up many nasty looking frames many times for me.

My current project is to turn a Bridgestone MB-3 into a winter commuter with an electric assist front wheel. I get a good feeling from messing with iconic 80s bikes!

I'd pass on that one since they whipped the downtube with a chain. Only way to go is a strip and powdercoat IMHO, more than it's worth.

It's good karma to grab it now...offer him $75. Consider it a rescue as most any other next owner will beat it into submission and it'll end up in a landfill, or scrapyard, and it'll weigh (heavily) on your conscience, as it should.
At the very least, you can save it from an unfortunate demise. If you want to clean it up, good on ya. If not, you can move it on to someone who will. Win - Win
(..and if you paint it..use auto paint in rattle cans from an auto parts-paint supplier. It'll look much better and cost about the same as a basic powder coating. Use 2k primer, basecoat of any of hundreds of colors, 2k clear gloss topcoat. Easy paint to work with.)

See, this is what happens. We all show our true colors! I got teased again by my wife as I was working on one of my rescue bikes . My only defense “but I don’t have one of these and I’ve always wanted one”. So reading this thread has not only enabled the OP , but given the rest of us fuel for the fire. I really like the deep sparkly emerald green it already is, but if it comes to it...
I'm up in Humboldt, home of the Lumberjacks (eww); but go into the community forest and banana slugs are everywhere. I say banana slug because I wear bright colors and don't go very fast. But I'm happy.

$80 well spent, got me off of the couch and into the garage for some cleaning and then out around the neighborhood to enjoy the summer.
That bike needs some clean up and doesn't have a seat, I bet you can get it for $25 off. Then you can convince yourself you didn't spend 75, you actually saved 25.
