Close, it's a Moto for sure but I think Grand Record, about 1979. The Huret dropouts is why I don't think it's a Champ.

I've never seen that stopper on the downtube to correctly place the shifters.

the shifter stop does look like a "Motobecane logo" and the specs for that year Super Record do match the Huret DO and the BCM long point lugs with cutouts, but...what's the threading of BB and fork, is there "riflng" in the fork steerer and what size seatpost fits?
Any stamp on the fork steerer and can you make out the serial numbers on BB shell (under that thick paint)?
