Those are light weight Dutch bikes. They switched to aluminium about 2 decades ago but aluminium has a different wall thickness/circumference ratio for optimal strangth than steel. Since it's so light weight, they often add a double top tube for exta rigidity. Of course this tubing only looks good with wide tyres.
