What is that?

On another bike lot i've buyed some monts ago i found this thinghy. Looks like is a chainguard or i'am wrong?
The only thing write is "by roto" but i can't find anything.... somehow also reminds me a chainsaw guard...

...wonder if it might be for cyclo-cross or mountain

with arc pointing downward it would protect chainwheel edge from rocks & logs

Ohhhh This is way more cooler than the chainguard!
