Suntour ARx shifters: Missing washers or by design?

I just picked up some Suntour ARx shifters (link to velobase) from the local co-op and I noticed that the bag was missing a few of the thin metal washers.

See the three thin metal washers? One to the left, and two to the right of the shifter. I've only got two, one round and one with the cutout.

I was thus under the impression that I'm missing some metal washers. That is, until I saw this picture on velobase for the cyclone shifters:

This is the exact set of washers that I have, and it seemed a little too coincidental so I thought ask here about it...Anyone have an opinion to what is right? Or if there's any real difference to having more or fewer metal washers?

Thanks.

You are fine with the parts you have. The extra washer is part of the band on piece and is not part of the braze on set of levers. When installing the levers be sure to use a light coat of lubricant on the pieces before assembly. Smiles, MH

Sounds good, I'll just dig through the parts bin at the coop and find a couple more washers so that each side has 2. Thanks!
