I’d guess a 1970 International. I think I spy the anniversary headbadge.

at first glance was thinking Competition but then noticed the Record HS and Vagner crown so that moved it to an Inter
wonderful find - so long as the SO doth not make thee relocate to the garden shed
Willow Glen can always use another vintage Raleigh...especially a quality one

I think @nlerner nailed it. Too bad the paint and decals are so far gone, even restored I don't think these are worth enough to justify an investment in refinishing. I'd be curious to put it together enough just to ride it - you don't often see a head tube and seat tube that are as many degrees different as these are.

its really nice! Full Reynolds 531 DB frame and fork. The older version like yours tends to be a bit longer in the stays. The generous clearances should hold 35mm tires with fenders without a problem. Workmanship and clearances do vary a bit with this model though.

If it’s your size and you have most of the parts, it’s a great start. The head set is worth the price, and there is the chrome lug attraction as well. The patina seems right for this bike . Even without replacing the decals, it would make a decent rider.

I have been after one of these for a long time now. Scored a 62cm model years ago for twenty dollars and actually had to stuff the twenty into the guy's shirt pocket. He just wanted to give the bike away. A lady in Hawaii bought the frame/fork for her friend and I hung onto the Campy Record stuff et al. Anyway, if the OP's is up for grabs, PM me please and I will place a "wanted" ad in the for sale forum.

minor build tip -
there is a good possibility that shell will measure ~66.5mm rather than the nominal 68mm
if you will be assembling with a traditional three-piece bottom bracket assembly and have a shell of this dimension suggest to begin with a 1.0mm spacer behind the fixed cup, assuming of course you have alignment in good order

thanks all, I am going to go and see if it is still there and if it doesnt have any major problems (dents etc) grab it.
what type of build I will do is not decided
pretty sure it will be 120 and I don't have any of those wheels hanging around, so will see what I cand find and consider cold setting
anyone know off the top of their head it this would be 700c or 27in?

My Inter is a 1971, and has 700cc with period campy brakes instead of the original weinman, so they can be set up for 700's, it sure does ride really well, i think my front has a drop bolt on the brake caliper though.

I used to have a '71 International with the wrap-over stays and the anniversary headbadge. Nice bike.
The serial number should help you tell what it was built (if it matters).

My Competition came with 700c but a later model , 1977 GS . My experience with seventies ten speeds is that most of them will take either 27” or 700c wheels up until the late seventies. There was not a chance of putting 27” wheels on my 1978 Raleigh Pro , much to my surprise.

Tell yourself it probably had irreparable damage from a front-end collision, or terminal rust inside.
