Adapting a 21mm Quill stem I to 22mm fork tube

Hello, I have a cool bullmoose handlebar and I installed into my rockhopper vintage. The stem seems fine until after one ride start moving a bit. I installed a piece of tin can between the quill and the fork tube and seems a good solution.
do you guys think is a problem or I can leave in this way?
Any other good solution whiteout swapping fork or handlebar?
