never seen that before. Based on the only clues in one pic I'd say it has graphics not seen on any of the classic 1980's CIOCC frames but sticker is a variation on the "Designer '80 or '84" decal usually displayed on the top tube on forward RH side and the text below "CIOCC" was the mysterious (to me, anyhow) "Microf C.40"...could be this inspired somebody to make that example shown read "Concour 40", and equally mysterious.
Are there any more (and better) pix available of this frame?
My initial thought: this may not be a genuine CIOCC, but possibly (if lucky) one built or "restored" by Pelizzoli's current shop and they had to alter the old graphics...maybe.
EDIT: Now I take it back, I did come across an example that does appear to have similar graphics to the OP's (but not sure what else it may share) and it's an SLX frame, certainly not built by The Man himself but during the Bonati firm's production of the marque. This one with DA gruppo sold for $1000 by those Swiss Guys AKA steel-vintage.com and no "Concour 40" sticker on it:

thanks for the follow-up. It certainly looks legit (the forkcrown, seat stay caps and BB shell are confirming) but missing (AFAICT) is any tubing decal.
Now (take with grain of salt since this might be a European model frame) but similar frames with no chrome and also no tubing decal, sold in the USA (and primarily when TSD was the CIOCC distributor) such frames were made with Aelle or Cromor tubing.
Nothing bad about either of those tubesets but should be priced lower than the same frame built from SL or SLX
If you can get a reply, ask this seller what size seatpost fits
