I agree. I think the bike has all of the original equipment. The rims are Mavic Open 4’s. The only thing I want to do is clean it, get some new brake pads, a wider bar (will keep original of course), and some cinelli bar tape (uci colors)

You can buy reproduction Campy hoods for those levers from several sources - Velo Orange is having big sale right now, for instance. But if those are Modolo hoods and they clean up okay, you might consider leaving the replacements in the wrapper. My impression is that Modolo hoods and Simplex shifters were common upgrades on Campy pro bikes.
Is this the "UCI" tape? Cool:

Now you just need to go down the important rabbit hole of whether the rear brake cable goes above or below (Merckx) the handlebar.

It shouldn't be too hard to find the exact same model Cinelli bar lightly used. If so I would sell the other one as you haven't removed an original part.
