Union brand I believe
If so, these were probably made in their Illinois USA factory rather than Germany or Czech Republic:

Union. They came on cheap 10-speeds in the '70s. Quality is decent for the low low price, but nothing special.
I don't know how to tell the country of manufacture. I thought they were mostly German but I trust unworthy1 's info.

They are pretty much disposable since it is rarely worthwhile rebuilding them. I've dripped oil into the spindle side with the pedals propped up to allow the oil to feed into the outer bearings and then squirt spray lithium grease to lube the spindle bearings. That's, if you are going to keep them.
As for the toe clips, randyjawa , you probably know this already, the Christoph toe clips and the leather straps are prized in that condition. The pedals appear to be in excellent condition, if they are still smooth, they may be worth saving for some project.

Yes, I remember those pedals. They came on my 1975 Atala. They were loose and not adjustable. I saw a lot of those pedals on other bikes. They were cheap but generally durable.
