Yeah, stripper is the way to go. I have done 3 different frames now and I get it down to bare metal in about 2 hours. Liberally coat the frame with the stripper, use steel wool to get it off. Bush with a sander and you are good to go.

It works great, spread it on, wait 20-30 minutes, rub the paint off. Repeat for any stubborn areas. I'm almost done with the forks now. Not bad for a days work if I do say so myself

In regards to the chrome; the whole fork isn't covered, just WAY past the crown and dropouts. I'd say maybe 2/3 of it has been chromed with 1/3 in the middle that isn't. I'll take a picture after I'm done cleaning it up.

I think I'm going to try and clean up the tangs and leave those unpainted. I think it looks better. Now just need to decide if I'm going to paint it white or black, but I guess that can wait until after primer anyway.

Looks good. Chrome on the forkcrown indicates that the whole visible fork has been plated, not necessarily polished. Masking the ends and or just the "contact surfaces", reference

scroll to the Eddy Merckx Kessels for one approach. Be careful, you could get lost in there.

If going the "rattle can" route, black can get tricky, be willing to test on a sample tube, (broom handle can work) Most blacks have quite a bit of color in them, test, don't guess and you will be happy with the results.
