I just picked up a Raliegh GP mixte just like that the other day - same color and size. Mine doesn't have the moustache bars and Brooks saddle, but I only paid $5 for it so I guess I can't complain.....

buy a used dept store 24" (kids) bike on craigslist for her to learn on. Tune it up, and After a couple of short rides, she will be ready to graduate to the tip toe in saddle position on the real bike, and you can resell the bike either quickly or for a few bucks more.

The wider bars and easy shifting of MTBs also make them a lot easier to learn on.
