Well...I can see the remains of a 531 decal on the fork. I do believe those are Nervex lugs. That along with the chrome forks and stays leads me to think French flavored 531. I laughed at his comment about the wheels being "anonymous laced". Personally I don't think it is worth $275, but then it is NY.

Yeah, I agree about the commentary and the price. Pretty, nonetheless. So would this be some kind of a re-branded Peugeot, or just some small European house brand?
