Cinelli Brevettato Impero
I know nothing about vintage bikes. I do have a new Cinelli and know of their history. This bike is close and I was going to look at it.

All you really need to know is; despite the seller being totally clueless, and the size not being ideal, that bike is going to sell for a LOT of money. If you do go to look at, I would just check the condition and see if you can put the stem inline and check to make sure the fork is straight. Other than that it looks like a very clean original SC.
