I would want to see pictures of the seat stay cluster,the fork crown, and learn what the frame material was before I would take a shot at what you would get. Look for B. Carre engraved on one of the seat stay caps. The type of markings put it probably in the mid to late 70s. Just because there is no chrome does not mean it could not be 531 or similar.
But selling as a whole, the bars and crank devalue the bike IMO. You could probably get as much for just the frame, seatpost and headset. Can't tell anything about the wheels. Are they even track wheels or roadies converted? Front looks like it might be a Normandy large flange. Decent French track wheels would be a plus.

As hot as street fixies are right now, someone is likely to pay a stupid price for it on E-Bay.....
I agree with CV-6, throw a set of track drops on it and depending on the size and tube type you could get a decent buck.
Do an E-Bay search on "track" and "fixed" and you should have a good idea.....

Looks very similar to one that was outside my house recently, a friend of the upstairs neighbours. same colour, relatively the same size and a similar set-up, the only reason I think it is not the same bike is the one outside my house has record cranks I think, but they were definately forged aluminum. I think it had record hubs too. As I recall it was indeed 531, I was drooling.

tear it down, and lose the cottered cranks. Check if the threading is French, cuz people will want to know. You could probably get max value by selling just the frameset and hubs. People don't want ratty used wheels, but they seem to pay big bux for hubs.
