regina made frames?

can anyone identify this? got it on the waaaay cheap and unsure of the make. Has a sticker that reads "REGINA SPECIAL" and I know they made chains and freewheels around the same time this must have been made (early 80s?) but all other marks have been scored off. Anyway, any help is appreciated.

oh and unlike most other kids these days im not going to convert it to fixed, im probably going to semi-restore it to its original time trialing state (I have a soft spot for old time trialers, practical or not).

Maybe this is made by the other Regina. The one that made vacuum cleaners...
