The white cloudy look of the shellac is called "blooming". The cause is moisture on an uncured surface.

What I like to do is take a propane torch and tinge the cork tape, giving it an antiqued look. Then apply Zinnser orange shellac. three coats is good. Then I take linseed oil and 0000 steel wool and polish it. Looks like old tooled leather when its done.
