cleaning stained frame

i have an 87/88 bottechia and I'm in the process of resto. I'm having a hard time getting the white paint clean and was wondering if anyone would suggest or nix using car compound. The paint seems stained more than dirty.

Bikes: 2014 Trek Domane 5.2, 1985 Pinarello Treviso, 1990 Gardin Shred, 2006 Bianchi San Jose

I wouldn't use the car rubbing compound until I'd tried some good quality carnauba wax first. I got some overspray on my Orbea and it came right off with some light rubbing with 0000 steel wool.

A soft rag and ethanol, methanol, or isopropyl(rubbing) alcohol may also help.
