Stupid stem question

Howdy!

I have a really stupid question. When measuring stem length or reach ......Do I measure from the center of the bolt to the center of the clamp?

Assuming this is a quill stem and the bolt is the binder bolt********************
Yes. The distance is measured form center of steerer tube to center of bars.
