Model = PH19, a successor to the UO-18, which was the mixte version of the UO-8.
Size = 53cm (height of seat tube from crankshaft center to top)
Carbolite 103 = pretty ordinary plain gauge carbon steel
It may be a 1982 model, which would be consistent with the components, the under-bottom bracket gear cable routing, and the 2*** serial number, although I thought 1980s Peugeots had 8-digit S/Ns.

The PH19 was introduced in 1982 and became the P19 in 1983. So based on the sticker, it should be a 1982 model, but it does have the black chainguard which was characteristic of a 1983. The chainguard could have been a running change during 1982 or it could be an early 1983 model, made in late 1982 using some surplus PH19 stickers.
It's actually a bit more upscale than a successor to the UO8. Basically, it is the mixte version of the PH10 which was the lugless version of the U010. These models are a bit lighter than the lower models by virtue of using aluminum versions for the secondary components. At about 26 lbs, it is quite light for a mixte and the best mixte that you could buy from Peugeot, at the time.
The rear derailleur is a replacement.
