Help me ID this frame please!

Help me ID this frame please!

Hi, I just got my baby back from the framebuilder, who had replaced a cracked chainstay. Its a lugged steel frame. When I got it there were no decals, and it looked like it had an aftermarket paintjob or powdercoat. At first I thought it was a custom frame because I couldn't find a serial #, but with the paint removed I could make out "226413" on the bb shell. It has forged suntour dropouts with a "GT-IV" stamp. It takes a 27.0 seatpost, and a 1" threaded headset.

while I'm here, do i need to mask any areas off before I get the frame media blasted? I'm thinking that it might damage the bb threads.

No, if the operator knows what he or she is doing it will be fine. Blasting the BB cleans all the unwanted gunk and flux out.

Is that a trick of the light or am I seeing something stamped into the seat lug side of the seat stay?

It's going to spell out: Raleigh. Late 80's Japan built Raleigh /USA. Which model, I don't know.

No, there is nothing there- its just flat. It does kind of look like that in the pic but its just a reflection.

There is also this wierd brazeon located under the downtube behind the shifter mounts. Sorry about the blurry pic, I'll try to get a better picture later.
