help identifying a frame??

so I came across this frame and am trying to ID it? I suspect it is a 70s frame as it has no braze-ons or rear derailleur mount. Anyway, it says Colnago and has a columbus tubing sticker on it as well however I'm not sure about the validity of this because it pretty much looks like someone spray painted the frame and those stickers were place after since they appear to be raised. Anyway, there are some serial numbers on the drops but nothing that says Gipiemme or Campy?? The only other thing that stands out is a raised heart shape on the down tube facing the road. It is place roughly where some down tube shifters would typically mount. Any one got any clues?

That is a stop for the clamp-on shifter band and would make me say a 70's Japanese frame. You'll need to post photos for any more details. Close-ups of the seat stay tops, drop-outs, and lugs.
