trying to restore an old Velox

My wife was digging around in the basement recently, and came across her grandmother's old ('30s we're guessing) Velox women's bike which she brought over from Italy. As you'd expect, the components are in pretty bad shape, but the frame is in surprisingly good condition. I'm wondering if anybody could direct me to a mechanic/repair shop here in California (preferably in the San Francisco Bay Area) with the expertise and the access to parts (rod brakes, westwood rims, euro style handlebars, etc.) necessary restore this bike to its former glory. Any help would be greatly appreciated.
