70s CILO

Hi- I'm looking to buy my first bike and I don't have the money to buy anything about $150. I found this one craigslist and am wondering if this is a good bike and worth the price?

vintage 52cm CILO swiss 10 speed road bike - lugged frame - $140
1970s vintage CILO road biike made in Switzerland
+ 52cm lugged frame with long dropouts and a 31 inch standover
+ quick release high flange shimano hubs with 27" alloy rims
+ alloy bar and stem
+ Wiemann center pull brakes
+ good condition but could probably use new tires soon

Looks newer than 70s... maybe LATE 70s.

Looks decent but I would try and get it for $100, it looks like your standard bike boom 1970s bike a bit better than entry level I imagine... could very well have Swiss BB threading, but It appears to have low miles and a good overhaul would definitely make it a good rider. Make sure you know what your size it thought!

Is that rust bubbling up the paint on the head tube? Give everything a good look for rust, make sure you can loosen and remove the stem and seatpost.

Can't tell but if that's a cottered crank I'd be around $75 max.
