Evictionsurplus, I doubt you're still there, but just in case -

Why did you post your question in the first place? My guess is you had a sneaking suspicion that maybe something wasn't right with that frame. Maybe you were hoping that the C&V folks would tell you "no, that's how it's supposed to be, no sweat." In fact, a lot of people who are passionate and knowledgeable about bikes and have lots of experience looking at them told it like they saw it. Unfortunately that wasn't what you wanted to hear. I'd still encourage you to get it checked out by a framebuilder to see if it's safe to ride or could be repaired.

I wasn't clear in my original post. The different position of the frame relative to the fork and the viewing angle would account partially for why the head tube angle looks steeper than the seat tube angle. I know it won't affect the head tube to fork blade alignment, but didn't make it clear that I knew that.

Yes, the fork is borked. The frame may or may not be. To me it looks like there's damage to the front end of the top tube at the lug, which means there also would be damage to the front end of the down tube at the lug, it's just not as noticeable. I'd need to see better closeups to know for sure.
