Multi Range Gearing Using First Generation Cyclone Derrailleurs

In building up my '74 Raleigh Supercourse I have decided to toy with the idea of using a multi-range gearing system comprising of a 52-30 chainring with a 13-28 7-speed freewheel. I'm planning on using a vintage first generation Suntour Cyclone long cage rear derrilleur mated with a matching first generation Cyclone front derailleur. My question is this: Will the first generation Cyclone FD handle the 12t drop at the front?

Excuse me, I meant to say a 22t drop; not 12t.
