The cursive "Raleigh" on the downtube places it fairly early on or pre-1972. Those chrome lugs are certainly unusual for a Competition and regularly found on the International. And here's the same bike in green on eBay right now:

Yea, the lugs are what I fell in love with. This is gonna be my next 3-speed!
I just couldn't figure what's up with the shifters up there...

1969, I had the same bike. Same size too. 531 tubing, chrome head lugs. The nicest part of the bike was the front fork. Beautiful long bend. I actually raced on it in 1980. Crashed and put a huge bend in the top tube, oh well. Its a classic Raleigh. Get rid of the stem shifters and get a Campy rear derailleur, and youre in business.
