Question about parts
I got this thing for money owed to me. Were are these parts on the food chain. Will they fit on a vintage frame. Or would I be better of and just dump it.

Put a chain on that puppy, and RIDE IT!! 
Then decide.
My money says you'll sell the vintage bike instead.

Don't scrap the bent! For one thing, they always sell for more money than they should (I say bitterly as someone who has tried to find one for a long time).
Maybe ride it for a bit and see if you drink the kool-aid?

Its too wide. And riding along with head 2 feet away from a dump trucks boncing wheels makes me kringe. I think Ill dump it. Im going to check out the Recumbent forum and get an idea what its worth. I have the manuals to it. And the bill of sale sold for $3,400.00

Nothing wrong with them, but I would not put those parts on a vintage bike. I say sell it whole if you aren't going to ride it.

As far as the shimano parts on it go they are at the bottom part of the food chain, can't imagine it would be easy to mail that thing if no one wants to buy it locally either!
If you ever decide to scrap it however I could use those light action bar end shifters if you wanna save them though!
