Best way to clean

the brake surface of a pair of wheels? Mineral spirits does not cut it. The wheels are Mavic Open 4Cd.

The bike frame and components have cleaned up nicely. I want to get it right before I post pics. The wheels have to be clean.

As far as new rubber would you go with gum walls for the period look or colored to match the frame? Lp
