What brand is this roadster?

I'm interested in a rod brake roadster I saw yesterday. It's similar to a DL-1, 28" wheels, single speed, no chainguard. The fenders and fork blades have a sort of very wide rib along them. The headbadge reads "Registered..." but I couldn't read any more. There's an M inside a sprocket stamped on the fork crown (apparently a chromed cover, actually), front fender and headbadge. Has a serial number on the left side of the seat cluster. Any clues?

There are several different rod-brake roadsters currently being made in India. Could it be one of them? (Was it old?)

Astra? Sounds like a French brand but you'd have to check to be sure.

Evidently Astra was from Motobecane, per Sheldon Brown's site, hence the "M".

It's a Miyata. Not the same model or headbadge, but the stamping on the front fender is exactly like this:
