Bikes: A few BSO's.

Matte black paint restore?

I have a 20 year old frame that has flat black paint. It was originally that way and may have had a clear coat back then.
Any ideas on how to make it look as good as possible other than the obvious of making it clean?

Apply a new clear coat? Not sure how well it would stick though.....You could strip it down and get a new powder coat, if you look around you can get single color for around 50 bucks (this, of course, does not include taking all the parts off the bike and stripping the paint/primer)
