What year is this Phillips?

I have this Phillips.
The old widow I got it from said it's a '46.
My friend says it's pre-war.

Anyone know for sure?

Bikes: Bianchi hybrid. Dunelt 3-sp. Raleigh basket case. Wanting a Roadster.

Most likely pre-war.

1. It has the old top tube mount shifter.
2. Very few bicycles were made in 1946, it took a couple of years for production to roll up.
3. The seat looks pre-warish.

In either case it is a grand old bicycle, and well worth restoring.

The seat is an old Persons "Majestic", made in the US - which confuses me even more.
