Decals Starting To Raise

The decals on my old classic Olmo are starting to raise around the edges.

Any ideas on how to smooth them down and then lay down a bit of clearcoat to prevent it from happening again..............?

You can use Copal Varnish and a very fine 000 brush to apply under the edges and then a larger brush to cover the decal from the top starting at the center and working your way out. It dries clear and hard but make sure you test a tiny area first to make sure that it doesn't affect your decals or paint.
