Well, I know that the front wheel is tiny, but the top of the rear wheel appears to be level with the top tube.

The rear looks to me like a regular 700 (or perhaps 27). The front is small because it's a small frame. This helps with frame geometry and preventing toe/wheel overlap.

The frame is 45cm the rear wheel is 700c and the front 24"c.
