posting pics usually gets a lot better response around here. as far as TT bikes, they were sort of a niche thing, but someone is bound to have some info.

No way to say with those pics. Is it 700c or 650c? That 54t chain ring could mean 650c. Steel, aluminum, both?
I'd send this to the C&V Valuation Inquiry thread (just below C&V on the main Forum).
