Dealing with rust

My vintage frame has several rust spots. I've considered giving the entire bike a new paint job...but that seems expensive and difficult. How to deal with rust? My main concern is that the rust might spread and threaten the frame's structural integrity.

I really hate it when forum nerds reply to every question with "search"

anyone? I'm thinking I'll probably just sandpaper it down and apply some matching paint to cover it up ro something
