name of this fork/handlebar setup

hi i have come across pictures of this one unit fork-handlebar system before but i forgot how i got to the pictures and havent been able to generate a search query in google that would give me any info about it.
i just randomly came across a picture with this system now and had to post and ask about it.
anyone know the name of it? here is a link to the pic (notice the handlebars are welded to the shoulders of the fork):

I'm not understanding how the fork stays on with the top of the headtube not parallel to the bottom one. Maybe something internal?

The weight of the rider holds the fork in place.

so apparently noone here knows what that type of fork is officially called? nothing here gave a positive google result with some info about it..

If I were you, I'd register at velospace and email the guy who owns this bike. He might know. But I'm guessing it's specific to this model, which the owner lists as a Takhion Super Sport.

i guess YungBurke was right, it's called "super track" or "super sport track" but still really hard to find pics in google.

seems like there were some tt bikes that had the same setup. In fact, at this year's NAHB there was a Japanese bike with something similar.
