Crappy pics with no good close ups or detail not much help.
Hopefully the seller is already going off the SRC s/n on the BB and just not showing it.
Happy to try and facilitate, but no eFB so.....

There was a pub ride near me a few years ago. This would have been the ultimate bike for that for all the reasons you mentioned.

Not sure what to think of that repair! It might need the entire repair dropout replaced and that can add up....

The price is reasonable either way imo.
Wish I hadn't already bought so many other "reasonable" bikes and frames.

Stem is "interesting", however, that is a somewhat rare Multi-track...you see the 730, 720, 700, the blue 750 sometimes. That color way with the STX stuff is really sharp.

M Kint, Titan and matching bar which you have to have as they are 27? They are Belgian and very desirable.
These are early as the script can be read by the rider, later it faced front to be correct for the camera.
Not sure about these as Moto's, maybe Dutch, pretty dang cool and I have never seen one like this whatever it is, I'd snap it up in a heartbeat ifin it was close to me and screw up 5 or 6 other deals I can't seem to get a handle on.
