Bikes: 2008 Seven Axiom Steel, 1984 Colnago Nuovo Mexico, 2008 Cervelo P2C, 2000 Trek Multitrack 7200

Sizing the frame on a 70's Raleigh

When Raleigh stated that a product had a frame size of 22 inches, was that measurement from the middle of the spindle to the top of the seat tube?
