What in the heck is this?

Has anyone here seen this before? This wheel is off of a Fuji Tivoli I just picked up. Ultra Schraeder!

Is that inner tube for a super-ultra-mega deep vee rim, or what? I'd be worried about the wind blowing it into the freewheel. Better put some guy wires on that sucker.
