Help ID this English(?) Bike

I was browsing at a shop today and saw this frame. The pics are pretty bad-- light was low and I snapped them in a hurry, but I remember some of the details. It had nuovo record derailers, a campy headset I couldn't make out, campy crankset with the shield-and-tire logo, chromed nervex headtube lugs, no chrome on the stays, semi-wrapped stays. The dropouts weren't stamped at all. The stem was a long GB, bars were wide with pretty sharp bends, and it had non-aero drilled levers with white hoods that looked like the carlton-stamped hoods I've seen. The seatpost was a no-clamp type. Brakes were weinmann center pulls.

The shop owner thought it was an international based on the brake bridge, stay wrap, and nervex lugs. But it's a deep blue, as you can see. He said he thought it may be a repaint, but I looked closely at the headtube and saw hand painted gold outlines around the lugs, which doesn't rule out a repaint, but suggests it's unlikely. The paint has been scraped in some places, and I couldn't see any traces of an original paint that the blue went over. I checked catalogs online and neither the Professional or the International were made in this color.

Anyone have an idea what it is? If it's a raleigh, it looks like late 60s- early 70s, right?

i don't know what's going on with pics. I put the bbcode in and half the time it loaded them. I tried editing and putting the bbcode in again, and it showed the pics twice. If this doesn't work, try going to this page.

That's about all we've got to go on.

If it's your size, unheavy and undamaged and well made and reasonably priced, sounds like a great project.

Not much to go on with those two photos. Does it have the rear bridge for a center pull cable stop? Are there three holes for a headbadge? Serial # under the BB?

Haha. Yeah, it's in a pile and I couldn't get to the underside of the BB. There was no headbadge, and no holes for a headbadge-- it looked like a couple little points sticking out of the headtube, rather than going in, that the headtube would've gone on to. I'm going back tonight to get some more pics and I'll get see if I can wedge my camera in to get the S/N.

It does have the really skinny protruding rear bridge for centerpull.

I also remembered that the stays do have some chrome on them at the dropouts, as the dropouts themselves are chrome. but I don't remember how far going up.

Early Raleigh Competitions also had chrome Nervex lugs. There's one for sale currently on Boston's CL:
