help a guy out

i'm new to bike work but i'm wanting to get into it, esp rebuilding old bikes. i lifted a bike off my father in law and i want to rebuild it. it appears to be a raleigh but my investigations are leaving me confused...
Frame: no serial number that i can find. it was set up like a town bike with fenders and straight bars and such. it's got 3 sleeves for housing welded on to the top tube and another on the right chainstay. it's also got a plastic raleigh-stamped cable guide riveted under the bottom bracket. and it's got a really nasty paint job - blue with red and green drizzles. like 80's cool. but not cool - like the 80's. there was a raleigh head badge on it as well.
Cranks: they say "Custom". they're 165mm and made in Japan
Rims: Front rim says 'manal 700cc'. rear rim says 'raleigh england'. the 5 speed cassette says 'Maillard Made in France'
Rear Hub: W Germany
Front Hub: indistinguishable but doesn't look like the rear.
Pedals: K10492 made in germany
the ders and shifters are sachs-huret. and the brakes arent marked other than a '720' stamped on them. and really cheap looking plastic brake levers that aren't stamped... probably because no company would want to admit that they made them.

anyway... I know i don't have some treasure here, but i want to know what exactly it is, just to know, you know? i've searched and searched even to sort out a year and have come up empty - plus things like one rim from raleigh and one from 'manal'. what? so if anyone that knows more about raleigh bikes than me, like everyone, can help me out by just telling me what's going on with this thing i would appreciate it greatly.
