Is this worth looking at?

The half chrome fork and main chainring caught my eye as possible signs of a decent bike. I have class tomorrow but could work something out. It is in my price range.

Bikes: I hate bikes!

For $30 bucks it is worth looking at. It looks like a mid 1980's Japanese (just a guess) mid level bike. They ride very well IMHO and with a bit of fixing it could be a nice rider. That said, always look for signs of crashes etc. Dents on the tubes, bent forks and bulges behind the head tube are all things that keep me from buying bikes of this sort. Good luck and if it were me, I would offer him/her $15 point out a few things it may need, tires cables etc. and see how it goes. Good luck and repot back with pics if you are succesful!
