rust question

OK, as I am cleaning I have found one very small rust bloom. It is the only one on the frame (garage queen). How exactly is the best way to handle it? I do have Oxalic acid but I'm not sure that is the correct fix for this small spot.
P.S. It is on the fork.

Bikes: Peugeot something 1975

Why not carefully bronze wool the spot and then clear coat it. Oxalic acid seems a bit extreme.

rust converter , is that the stuff that turns rust into a hard black finish? Pep boys used to have it as a pen like a felt tip marker but I cant find it any more.
