Chain hitting seat stay

Hi C&V members folks - this is my first post. I've been reading the threads here for some time and have learned a great deal from this forum.

I've got a '71 International with mostly-original equipment. Lately, I've decided that I want to change the original Atom freewheel (with 24t largest cog) out for a 14-28 freewheel. To that end, I got an old Suntour Perfect 14-28, 5 spd freewheel and installed it. Well it seems like it sits a bit farther out than the Atom did and when the chain is on the smallest cog, it just touches the bottom end of the chainstay close to where it is brazed to the dropout - not enough to keep it from turning, but enough to click against it while turning. Also, I had to adjust the NR derailleur so that it swings outboard almost to its maximum. Has anyone else had this experience with a Suntour FW? What FW should I be looking for to avoid this?

Bikes: Cinelli, Paramount, Raleigh, Carlton, Zeus, Gemniani, Frejus, Legnano, Pinarello, Falcon

I use Suntour 14/28 5-speeds on most my bikes. Add a spacer, even a washer or 2 under the locknut of the hub on the freewheel side to gain some space. A common adjustment.
