Mystery Cranks

I found a crankset whose only marking is a little flag with one ripple and one horizontal dividing line on outside of the arm (I guess that's the logo). I think it's late 80s or early 90s. Any ideas?

All those specialized branded components from the 80s are very nice. They spec'd very well designed parts from a number of the best japanese manufacturers.
