Top Tube dent-fixable?

Can anyone tell me how a top tube dent, about the size of a dime, can be fixed? Is it possible to fill with weld material or putty and smooth previous to paint? Putty seems like it would pop out.

I made some oak frame blocks and popped some of a dent out of my Diamant frame. Someone will come by with a link to some frame blocks I am sure. they are basically 2 blocks with a 1" hole in the middle. You put them around the dent and put the blocks in a vice, then turn the frame. I used a lot of grease and it did not damage the paint at all.

Bikes: Waterford 953 RS-22, several Paramounts

Clamping blocks. They have them for 1", 1-1/8", and 1-1/4" diameter tubes.

After using the blocks, there will still be a small ding to fill. You can use the same plastic fillers that are used on auto bodies. Three of my frames have repairs that were done that way. The repair can be undetectable and permanent if done correctly.
