Interesting bulge on the seat tube, or is that just the photo? It looks like it's been expanded from the inside to fit a larger seat post... is that even possible?

RHM is correct - someone pounded a larger post into it and expanded the tube.
That said, this is nothing more then a gaspipe frame with track ends CRUDELY welded right onto the stubs of the original dropouts. Crooked seller.
