Oxcalic Acid and Paint?

Does Oxcalic Acid, while being used to clean rust from chrome, remove paint and decals? Seems like it would. I have a Raleigh Super Course that is starting as a project today and the chain and seat stays are chrome, need a dip and I want to preserev some pretty good pain tif I can.

Thanks.
