Raleigh brake cable replacement question

I want to replace the brake cables on my 70's something Raleigh Sprite. I never tried to do this with the type of brakes that are on this bike. What is the order of operations? Any potential problems I should be on the look out for? What's the little clip for? How should I set the adjustment wheel before tightening everything down? These are all rookie questions. I've attached a picture.

Haven't done one of those in quite a while. IIRC you run the adjuster all they way to it's lowest setting, prior to installing the new cable. Normally when I run across those I scrap them in favor of a plain brake levers. I have never been able to make the auto adjusters work properly.

I've heard these brakes like nice true wheels.
